How to simulate “zoom: x” using “transform: scale(x)” in CSS/javascript?

I found zoom to be the perfect candidate for a preview page in one project I'm working on and a dashboard in another app.

It is however deprecated and doesn't have cross-browser support.

Is there a good way to replace replace zoom: x with transform: scale(x) while preserving the flow of the document? The projects are written in React and Angular, so javascript solutions are very welcome as well!
