I can't submit a package to PyPI (405 Error)

So I have been trying to upload my package to PyPI, it's an open source error metrics module that I have been writing for my research, and I was following this guide, but I think it may be depreciated, because when I run the command

python setup.py register -r pypi

I get this:

I have a github repository here that has all the files that are in my package folder, and my ~/.pypirc file looks like this.

  1 [distutils]
  2 index-servers =
  3   pypi
  4   pypitest
  5 
  6 [pypi]
  7 repository=https://pypi.org/
  8 username=waderoberts123
  9 password=***
 10 
 11 [pypitest]
 12 repository=https://test.pypi.org/legacy
 13 username=waderoberts123
 14 password=***

Can anyone help me with what I am doing wrong?
