PHP Caching apache2 on Debian

My Apache2 server running alongside PHP seems to be caching.
However, it only seems to be caching .php files and leaving alone .html and .css files.

I have tried many of the solutions that I can find online and none of them have worked.
I've disabled opcache and mod_cache.
