Windows: How to solve port is taken by a process but I can't find it [closed]

I have a Windows 10 and a node server running on port 3000. Sometimes when I restart it, I get an error the port 3000 is already taken. But I can't find it. I have tried many solutions from internet but none worked. I have tried netstat to find process that listens on the port but nothing shows. I also tried looking at the task manager to find node process but nothing shows. I also tried curl locahost:3000 but found nothing is listening on that port. The only one worked is restarting my computer. This might sounds relevant https://stackoverflow.com/a/61151509/3908406. Is there a way to free up this port without restarting computer.

Try this soft to look at open ports and close them :

You can also try to close user session rather than reboot.
