why doesn't count(*) work?And the standard answer looks weird

I just can't figure out why my sql query doesn't work. And the Leetcode System judge my sql as wrong Answer. But the test case it give to is wrong I think. The test cases which the System use contain 4 rows and each of is the same DepartmentId, but the question ask to select the top three rows.
