Understanding a URL

The US EPA offers data to the public through the following web-page: https://www.epa.gov/toxics-release-inventory-tri-program/tri-basic-data-files-calendar-years-1987-2017

Obviously going through each and every state in each and every year is tedious. Inspecting the HTML shows that the buttons are in a table and the HTML of a typical box looks like:

I would like to write a program that will go over all the URLs of the CSV files and fetch them automatically rather than doing it manually. I can't, however, figure out what the URL:

http://ofmpub.epa.gov/enviro/efservice/MV_TRI_BASIC_DOWNLOAD/year/=/2017/fname/TRI_2017_US.csv/CSV

really means.
