Java / Server availability backtracking

For a project we need to figure out which server has the best availability / price ratio. We need to use at least one webserver and one database server.

I was told to use a backtracking algorithm for this. The data is something like this: Webserver 1 price = 5000 and availability is 94% Webserver 2 is 10000 with 96% availability and so one. With the following formule we can calculate the availability of these two servers: (1 - (1 - 0.94)× (1 - 0.96)) * 0.99998. The availability need to be at least 99,9% and the cost as low as possible.

I now need a java function that calculates all the combinations which have a availability higher then 99,9% and return the combinations with the lowest cost. But since i am quite new to java and i cannot figure out how to do this. Can someone please help me? thanks in advance.

Note: The data given are an example and there are no limitations on how many servers there can be used.
